Synopsis: After a drugged out vagrant torches Eddie's lifeguard tower, he, Shauni and Detective Lyle Conners investigate to find an illegal, off shore drug laboratory that's distributing a new form of drug called 'spice', while Mitch and Captain Thorpe are trying to convince the local city board to spend more financing for a new wave runner in order to catch the elusive drug dealers.
