	Synopsis: The Virginia SP calls the NCIS about a decomposing body identified as that of an NCIS agent from Norfolk; because of the MO, Vance sends EJ and her team to investigate; Gibbs and his team follow them and pitch in; Vance directs Gibbs to support EJ. Franks too shows up (after Gibbs calls him), so he and Gibbs talk. The P2P killer appears to have changed his MO somewhat. Gibbs and Tony find and chat with Trent Kort, a CIA agent. An anonymous person provides a video record of the most recent murder; Gibbs offers information to EJ; Kort gives a spilling briefing; McGee gets a lead on the video clip. Franks talks with Gibbs in his basement, then Franks steps out into a rainstorm, unexpectedly meets the prime suspect, and engages him.
